I'd urge the use of --with-ping-command, as the extra options that
nagios-plugins/configure generates are obviously not required
(otherwise, it wouldn't build on systems w/o those available, and I
assure you that it does.)
If you do choose to use the dependency, it must be a "Depends" in
addition to a "Build-Depends".
