Lack of support for this setup isn't a bug; NEWS.Debian has always been loosely defined as being just like the Debian changelog but with a different category of information. NEWS.Debian is defined as having the same format as a Debian changelog, and the format for changelog is defined in the policy manual. apt-listchanges honors that specification, and doesn't care about the conventional itemization, though you are required by policy to start each line with whitespace.
