Yes, that's fine.  The bug address is for the archive and for the
maintainer of dvipsk-ja, while I'm one of the teTeX maintainers and do
not get mail sent to the bug address.

So the file exists on your system and is found by kpsewhich, and it is
strange that dvips doesn't find it.  Unfortunately, I cannot reproduce
this; but this may be because I don't have a dvi file that needs
texnansi.enc.  Could you please try to build a minimal tex file that
produces the error, and send us

- the minimal tex file and a dvi file

- the file dvips.debug generated with

KPATHSEA_DEBUG=126 dvips Your_DVI_file.dvi 2>dvips.debug
