I think that is unnecessary once autostart is easy enough to enable. People need to configure mail-notification anyway. You could automatically enable mail-notification when the user configures the first mailbox. The question basically is a "do you want to bugger users on each login to configure mail-notification?" And adding a debconf questions for this option is a waste IMHO. we have too many debconf questions already.
