If you screw up and configure reportbug to use the urwid ui by accident,
even when python-urwid isn't installed on the system, doing another run
of
reportbug --configure
doesn't work, since it just complains about the python-urwid package not
being installed. Shouldn't the --configure option fall back to the text
ui if the package isn't installed?
