The reason is that OMPI_GCC_INLINE_ASSEMBLY is not set:

This is due to a bug in config/ompi_config_asm.m4. It uses invalid
Alpha assembly (maybe this works on Digital Unix, but not with GNU
as).
You need something like (untested)
