since the upload of the new flex version 2.4-1 this bug can be reproduced by trying to build setools in a clean unstable/amd64 chroot. The problem is that there is no shared libfl library. There is only a static libfl.a which has not been compiled with -fPIC and therefore cannot be used to make shared libraries on amd64.
