I'm sure this qualifies as a Stupid Question (tm), but why does
netbase need tcpd?

I understand that netbase is involved with managing the inetd
configuration, and that inetd is often configured to use tcpd.

On most of my systems, inetd.conf is entirely commented-out, and
openbsd-inetd doesn't even start as a result. (Nice.)

I do have swat running on one system, and I can't remember whether it
is access-controlled by tcpd, but I do know that it is
access-controlled by iptables.

Also, openbsd-inetd has this cool feature:

 For internet services, the first field of the line may also have a
host address speci-
 fier prefixed to it, separated from the service name by a colon.  If
this is done, the
 string before the colon in the first field indicates what local
address inetd should use
 when listening for that service.

So why is tcpd a "must-have"?
