Hi João!
Like Steve Greenland pointed out on the debian-devel list a few hours ago,
the desired functionality could be easily achieved by simply removing the
associated file /etc/apt/apt.conf.d/99-localepurge after installation of
localepurge. This file triggers the execution of /usr/sbin/localepurge
after each dpkg install action.
