No problem we cleared a misunderstanding that dated at least since 
bug #343327.

Well actually I do not consider menu.pot as a generated file:

The issue is that changes to menu need to be tested for sometime before
being final, and the strings are likely to change during the tuning
process and if menu.pot was automatically generated I would get flood of
translations for each minor tweak. I much prefer decide a freeze string
when changes are final and ask for translation myself.

Also I generally check the translations for problems,
(e.g. whether the --help messages are properly formated),
so I prefer not to commit partial translation so I can
keep count of what I checked.
