This is already possible using the shell function:
For example /etc/menu-methods/wmaker does
userprefix=shell("echo -n /${GNUSTEP_USER_ROOT-GNUstep}")
"/Library/WindowMaker/"
so /etc/menu-methods/fvwm could do
userprefix=shell("echo -n /${FVWM_USERDIR-.fvwm}")
The file /etc/menu-methods/fvwm is a confffile owned by fvwm (not menu).
So I suggest you either close this bug or reassign it to fvwm if
you would like that setting to be the Debian default.
