We need a decission on that. I would prefer to rename them to
/etc/wodim.conf and /etc/rscsi.conf, because:

 - the files need to moved anyway so we can change the location to an
arbitrary one. Now is (almost) the to make such decission.
 - we already create symlinks "for convinience" in /etc/wodim (previously
/etc/cdrecord) exactly _because_ /etc/default/ is not an obvious
location (to look for wodim's config file), from users POV. Now we
could move the files and drop this directory.
 - major other distros have patched their cdrtools before to get
/etc/cdrecord.conf instead of /etc/default/... location. If their
users belong to our target user base, we can unify the location _now_
for all Linux distros using cdrkit.
