When using --archive-dir to keep unencrypted local info available together
with --force to remove outdated backups, then duplicity does not ever
remove old manifest files from the archive dir. 
note that the remote repository is kept fine, ie. all old junk is properly
removed.

note also that old local sigtar files are properly cleaned up, therefore 
i do think that the manifests should be removed just as well.
