I don't see the data files used to generate matching regular expressions
against subject text, IP addresses, and domain names to be "source
code".  They're "data files".  And it's clearly indicated in the README
file that the Makefile that is distributed with junkfilter is intended
to be a replacement for the Perl 'jf' application.

Because you consider junkfilter a "binary" package doesn't mean you
shouldn't include utilities necessary to update the "database" of regex
files by the junkfilter RC file.
