I ran into this too. I ran update-fmtutil (as root) and re-reran the dist-upgrade. The problem remains.
I'm not sure if this is the requested test, but it was my best interpretation of it. I can provide the details that others have, if that might be helpful. I think I can leave things in this broken state for a little while, if someone wants more info or experiments.
