I'm backing up a system that has
/var/cache/setup-tool-backends/debug/network/1.  debug, network, and 1
are all mode 000, and riff-backup crashes apparently trying to do a
chmod on the "1" directory.  I do not run rdiff-backup as root on the
rdiff-backup client (though it does run as root on the machine being
backed up).
