NEWS.Debian.gz is not displayed automatically on upgrade (e.g., by
apt-get working with apt-listchanges and appropriate options).  Almost
certainly the reason is that the file is not in the correct format.  I
believe it needs a time/version line like the ones that go in the
changelog.

The file is installed; messages to the same effect are displayed by
the installation scripts; and the changelog does refer to the NEWS
file.

However, some people may not look so carefully :)
