There has been an attempt. Look for install-info in the debian-dpkg mailing list (months May, June, July in http://lists.debian.org/debian-dpkg/). Due to lack of time,need of transition, short timeslot before the freeze, I did not make much progress. Feel free to remind me of this issue after the Etch release. Regarding the severity of the bug, 'important' means "a bug which has a major effect on the usability of a package, without rendering it completely unusable to everyone". In that case, the bug do not have a major effect on the usability of dpkg. It is more a wishlist bug requesting gqthe support of the new info format.
