Since a couple of months now, /tex/texmf is an ordinary TEXMF tree.
Therefore configuration files should no longer be installed in an
arbitrary place below /etc/texmf with symlinks from a proper TDS place
below /usr/share/texmf pointing to them, as latex-svninfo still does.
Instead, the conffile can simply be installed at the TDS-conforming
subtree of /etc/texmf, in this case /etc/texmf/tex/latex/ (or a
subdirectory thereof).

If the conffile hasn't changed since sarge, it's probably a good idea to
just move it from the old to the new place if it exists.  If it has
changed, some more consideration is required to prevent misleading
"Configuration file created by you or a script" messages.

Also note that not everything that has "cfg" in its name is actually a
configuration file that should be installed below /etc.  Quoting the
Debian TeX Policy:
