After logs are rotated by logrotate apt-cacher continues to use the old 
logfiles until
the daemon has been restarted.

Suggest adding something like this to /etc/logrotate.d/apt-cacher

postrotate
                invoke-rc.d --quiet apt-cacher restart > /dev/null
endscript
