Followup-For: Bug #322552
Image description is not the only place when non latin-1 character may
appear. I use directory names in Bulgarian (encoded in UTF-8) and the
index pages look very weird with them.
Pleace apply the more-than-an-year-old patch, making it default not to
iso-5589-1, but the currently active locale charset (failing over to
iso-5589-1 if locale charset can't be determined).
