' for commenting lines is typical for updmap when called with --sync-with-trees (or --disable). According to your current listing of /etc/texmf/updmap.d/, you no longer have scalable-cyrfonts-tex installed. So maybe this package cause problems with the mapfile generation at some point, which prompted you to call 'updmap-sys --sync-with-trees'. However, since you don't remember this, we will never know for sure.
