The fact that the lowercase umlauts are being shown correctly is
probably just luck.  vim-tiny is built without multi-byte support.  I'm
not sure why we decided to do that?

Vim maintainers, was there a specific reason vim-tiny is built without
multi-byte support or should we start building vim-tiny with that?
