avahi-autoipd acts as plugin for dhcp3-client by default. As such it adds IPv4LL support as fallback when DHCP fails. IPv4LL is a protocol for server-less assigning of IP addresses from the link-local range 169.254.0.0/16. IPv4LL was previously also known as APIPA. As such it has been supported by Windows since Win98 times and in MacOS since release 9. IPV4LL is defined in IETF RFC3927. It would be really nice if Debian would offer the same level of technology as Windows/MacOS do, and hence I ask you to add a "Suggests: avahi-autoipd" to your dhcp3-client packages, or perhaps even a "Recommends: avahi-autoipd".
