You can have a look at the already present Lisp plugins in the
directory /usr/share/texmacs/TeXmacs/plugins/lisp
Almost certainly, you will want to add GCL to progs/init-lisp.scm in the
above mentioned directory. The plugins for Scl and CMUCL are very small
and should serve a template-like purpose very well. :-)
