retitle -1 bugs.debian.org: SOAP get_status interface gives 'pending' for open

Doing accordingly.
There are two problems:
1. the interface is not documented
2. 'pending' is confusing, since it's already a well-defined term used
in tags. (however, changing it now is not a good idea, since it
will break apt-listbugs.).
