I set about compiling a 2.6.18 kernel today, and when I went to
make-kpkg ... modules_image I got an error message about dh_testdir not
being present.  As I had compiled modules before, I thought I had
everything here I needed.  Installing debhelper allowed me to compile
the modules.  I probably had debhelper here before, and it somehow got
dropped in some upgrade.  Anyway, I would think that kernel-package
probably should require debhelper.
