This file is obsolete cruft, and upstream has indicated an intention to remove it before shipping subversion 1.4.1, which is due in a couple of days. We hope to get 1.4.1 in before the freeze - it's pretty low-risk since upstream has a very conservative policy about what goes into their point releases.
