The package *must* have a changelog and a copyright file. See policy
12.5 and 12.7
This is an empty transitional package. In common with many other
transitional packages, it contains nothing whatsoever except the
required control files. It will disappear in etch+1. If the RMs
think this is release critical, I'll fix it, otherwise I won't.
I don't see what prevents it to have at least a changelog, even for a
transitional package. This package has an history.
