This is a problem with the buildd chroot; it should be able to resolve
'localhost'. I'll see to making postgresql more robust against this,
but I refuse to call this an RC bug.

Also, I see no reason for a package to build-depend on a server, this
is evil. Peter, is there anything in the server package which should
be in -server-dev?
