The part about debconf's error - the usage of the "error" template type - has been there since 5 months, and consequently it's in etch. This is a RC bug (requires sarge's debconf to be updated before tex-common), and - gives us the opportunity to move current tex-common to etch with some more fixes that have accumulated - makes it necessary to carefully explain the changes.
