No. It's OK. I also confirm that:
        LC_ALL=fr_FR podebconf-display-po 
does not work (does not show the translation; neither on a console nor on
a X terminal), while:
        LC_ALL=fr_FR.UTF-8 podebconf-display-po mailman2.po
shows the translated messages.
