Indeed; I think such relationships are generally a bug. For one thing, <= also behaves incorrectly if people have previously made local modifications to a package, bumping the version number locally, and then decide to upgrade to the official version later (e.g. due to their changes being applied in Debian). That's pretty standard practice among people with basic familiarity with the Debian packaging toolchain.
