Well, the manual page would seem to be a good start, or the README.Debian, or somesuch? Particularly, once this bug is archived, it won't be at all obvious to people, and whilst it may be an inevitable feature of the interaction between tleds, the keyboard and xscreensaver[1], it's a slightly obscure one which it would seem to me sensible to document.
