I can confirm that the problem is with capi4hylafax or maybe the underlying 
libcap20. If you try to send the tiff file produced during the ps-to-tiff 
conversion with c2faxsend manually, it will only send the header line and 
then terminate the transmission. The tiff file is being displayed correctly 
when viewed with a tiff viewer program. There are no error messages from 
c2faxsend; it seems to believe that the page ends shortly below the header 
line.

Installing the psrip package as described by Berhard Brauer fixes the problem.

I can provide sample tiff files, log files, straces etc. if you need them.
