`apt-get upgrade` does not install new packages, so 'suphp' didn't
arrive on your system by itself. Is there anything you (or another
admin?) could have done to have it installed?

There's no package 'suphp' in Debian; there is however suphp-common and
two Apache modules. You need to explicitly enable Apache modules before
they work, however.

The phpbb2 package depends on the regular Debian PHP packages, not on
suphp, because it indeed does not work. So I don't think this is a bug
in the phpbb2 package.

If you do, what kind of solution would you expect?
