AFAICT it is also mentioned on line 911, and is not guarded there:

Line 911 is also where gcc claims the culprit lies:

cp.c:911: error: 'struct cp_options' has no member named
        'preserve_security_context'

--enable-selinux is not being passed to ./configure at least, the only
mention of selinux or SELINUX in config.log is the following line:

LIB_SELINUX=''
