When a user starts gnome for the first time, he/she gets an empty desktop (no image selected), in spite of a desktop background alternative been selected for the whole system. In this case (first time), gnome should set the user's desktop background image to the current system's desktop background image alternative. Otherwise, the desktop background alternative (and desktop-base) become useless for this. Consider depending also on desktop-base.
