To me this looks like Mono uses a code generator for the XmlSerialization which is compiled using the regular C# compiler. I don't know if there is a different way doing this, but MS .NET is not requiring a C# compiler for sure (only the MS .NET SDK contains the compiler). AFAIK Mono has no library to compile auto-generated C# code, so I guess thats their way of implementing XmlSerialization. So a binary dep on mono-mcs is needed, but check with upstream first (beagle) to be sure.
