Correct. My blunder was that all (!!) of the Rmetrics packages of 'Architecture: all' were missing the ${shlibs:Depends} in debian/control, so they were not creating proper Depends. Which leads fSeries to not Depend on libgfortran0 -- so that it failed when only libgfortran1 was present. This is now fixed in the '240.1006(7|8)' set of packages. I have not yet seen a systematic build failure. (The arm buildd appears to be lagging, though, as it still doesn't have a new R.)
