SpeedyCGI (which is enabled in the default configuration) that gets confused by configuration changes. If you're using speedy, does the problem persist after killing off the speedy_backend processes? Alternatively, with mod_perl, try restarting apache.
You're right. I killed speedy_backend processes, and the error disappeared. (I had tried restarting Smokeping and Apache before submitting the report, but I was not aware of speedy_backend.)
