I tend to disagree. From /etc/init.d/udev:

"# we need to unmount /dev/pts/ and remount it later over the tmpfs"

Then, a function to unmount /dev/pts follows which is called later if
tmpfs isn't mounted, but there is nothing in that script which mounts
/dev/pts again. So...
