Some comments on this bug:
1) The solution for the submitter's problem would be to override the
preupload{changes} hook for this host.
2) This is kinda documented in the man page, but only in
dupload.conf(5) and only in general, not for this
specific hook
3) Maybe the gpg check shouldn't be implemented as a predefined
hook after all. As can be seen, this makes it somewhat difficult
to understand its semantics. Maybe hooks should be reserved for
the user and all default functionality implemented otherwise
