This may be a feature, in which case I would like to ask for
a rationale. I could not find any information though.

If I tell links to dump a latin1 file with umlauts, it "interprets"
the umlauts weirdly:

piper:/tmp/cdt.d.j11234> cat test.latin1.html
<b>äöü</b>
piper:/tmp/cdt.d.j11234> file test.latin1.html
test.latin1.html: ISO-8859 text
piper:/tmp/cdt.d.j11234> links -dump test.latin1.html
   a:o:u:

Furthermore, it cannot output unicode characters at all it seems:

piper:/tmp/cdt.d.j11234> cat test.utf8.html
<b>¹²³é€©ýúíó÷±âáëêîÿüïöôæøåäßèðþûùìòà×çãõñµ·¡</b>
piper:/tmp/cdt.d.j11234> file test.utf8.html
test.utf8.html: UTF-8 Unicode text
piper:/tmp/cdt.d.j11234> links -dump -assume-codepage UTF-8 test.utf8.html

Please fix this or point me to documentation explaining this
weirdness.
