Well, raggle could handle it.
I made it with nnrss-opml-export,
<!-- OPML generated by Emacs Gnus' nnrss.el --> (no version number!)
 Perhaps that should be fixed and
opml2snow is right for rejecting it.
$ raggle --export-opml
does escape it.
