I've noticed, that dpatch-edit-patch currently sets the file permissions
for patch to 0711 after a run. I made a quick search through the
changelog and did not find an announcement of this behaviour. IMHO file
permissions of 0755 should be preferred. Could you check this?

I initially set this bug to important, because of the IMO wrong file
permissions.
