Bug#300402: debconf-utils must be dependency of phpmyadmin

Hi, i think that the problem is produced because the installation script 
reference the comand
debconf-templates but the command rellay named debconf-tempate. I fix 
this problem of this way,
with an ln -s debconf-template debconf-templates :D.
