You cannot currently. Instead you can subscribe to a package. In the case
of libjepg62 that should be close to the same. See

RFP stand for 'request for packaging'. This is a way to find someone
willing to maintain the package.

This is a bug report affected to the pseudo package wnpp with subject
RFP: <package name>
mentionning the upstream package name, authors, URL, copyright,etc.

"reportbug wnpp" will help you to make one.
