Every Debian user can assign those tags, either with the debtags-edit tool from the debtags-edit package or through the debtags web interface at http://debtags.alioth.debian.org/edit.html. Those tags are then added to the central tags database. Additionally, they can be added directly to the package by the package maintainer. I have added a set of tags to subcommander and subcommander-doc both to the central database and to the package. Feel free to fine-tune them though ;) This bug should be closed by the next upload.
