Huh?

I tried not to touch more than what was needed for the specific points
I mentioned in the changelog - The rules file _is_ valid (or I didn't
understand what you meant ;-) )

Umh, strange, as it didn't complain for me - Just the opposite, my
build complained that ${perl:Depends} was an invalid substitution.

Anyway, as this patch is -as I said- quite trivial and mostly about
keeping the package up to date, I'd still suggest you apply the
individual parts of it. And although the RC-buggyness of shipping
non-free RFCs has been tagged as etch-ignore, I'd prompt you to apply
that part if it does not make life harder for you :)
